The new MoU is more worker friendly but recruiting syndicates must be kept in check to ensure that migrant workers can actually benefit from it, experts and businessmen observe.備忘錄的簽訂立場更加側重孟加拉勞動工人利益,勞務公司團體將會被重點監督,以便兩國勞務交流雙方獲益;
In 2016, the Malaysian government announced that 1.5 million workers would be imported from Bangladesh every year. However, only 10 agencies had the privilege of sending the workers due to recruiting syndicates.
早在16年,馬來西亞政府宣布150萬外勞會從孟加拉引入到馬工作,且數量每年恒定,其中10家公司被授權經營此項業務;
The maximum cost for each migrant worker was fixed at Tk35,000, but the syndicate took Tk300,000-400,000 per person.此項引入業務規定每名出國的孟加拉外勞孟方收費不能超過35000塔卡,但是實際上卻是超出了;
Currently, 200,000-300,000 undocumented Bangladeshis are living in Malaysia.因為中介管理不嚴格,導致至今有將近30萬非法孟加拉勞工生活在馬來西亞;
The recruitment agency will bear all the costs of the Bangladeshi workers, including the recruitment process, accommodation, employment, and sending the workers to Malaysia.根據備忘錄指示,孟方中介應當承接外勞的引入、住宿、雇傭以及辦理孟方工人出國流程;
Besides, the employers will have to bear the immigration fees, visa fees, medical expenses, insurance expenses and quarantine expenses of the workers.然后馬來西亞雇主方需要承擔馬來西亞移民局費用、簽證、醫療、保險及入境隔離等相關費用;
Experts and businessmen fear that recruiting syndicates will continue to take advantage of the migrant workers, negating the benefits of the new MoU.業內人士擔心中介方會為了更高利潤而鉆空子,最終違背兩國備忘錄的初衷;
總而言之,馬來西亞缺人口,孟加拉多的是適齡務工人口,所以基本上這算是雙贏的業務,希望本次備忘錄能造就兩國雙贏。
